San Antonio and Bexar County requirements
Much of the San Antonio area sits over the Edwards Aquifer, which adds a layer of state oversight to development. Projects in the recharge zone generally need a Water Pollution Abatement Plan (WPAP), and projects in the contributing zone generally need a Contributing Zone Plan (CZP), both approved by the TCEQ before construction begins. SAWS reviews and comments on these plans through its aquifer protection program, and Bexar County requires a permit where a WPAP or CZP applies.
During construction, the erosion and sediment controls are typically carried by a SWPPP under the state construction permit. What is the Edwards Aquifer Protection Program and when does it apply?
The Edwards Aquifer Protection Program is a TCEQ program that governs regulated activity over the aquifer. Projects in the recharge zone generally need a Water Pollution Abatement Plan (WPAP), and projects in the contributing zone generally need a Contributing Zone Plan (CZP), approved by the TCEQ before construction begins. Much of the San Antonio and Bexar County area falls within these zones.
What is the difference between the recharge zone and the contributing zone?
The recharge zone is where surface water enters the aquifer directly, so it carries the strictest controls and typically a WPAP. The contributing zone is upstream land that drains toward the recharge zone, and it typically calls for a Contributing Zone Plan. Which one applies depends on where your site sits relative to the mapped zones.
